Scanning Core Module Uses 90% of CPU Constantly

AVG Free 2012 on a Compaq CQ-56 laptop. Recently I noticed that was slower in responding than normal. Upon opening the Task Manager, you found that the SCANNING CORE MODULE SERVER PART was using between 90 and 95% of the CPU. I temporarily disabled AVG and the laptops performance returned to normal. Obviously I cannot run without the AV software. I have checked the installed programs and have not found any other security software running. I cannot install AVG Free 2013 due to an error during installation.

This problem comes up when their is already bug inside the system ,if the Scanning core module is using 90%-95% of your CPU ,that’s for sure that the system in infected by the bug of port scanner and once you are trying to install the free avg scanner the scanner is not able to understand what to do as it is not getting any returning value from the CPU and Memory .
Try to do msconfig and disable unwanted services other than microsoft
try to boot the computer in safe mode with networking and then check how the things are performing in safe model.
